The Hawaii Air National Guard (ANG) 154th Wing, located at Joint Base Pearl Harbor - Hickam near Honolulu, is associated with multiple aircraft (F-22, C-17 and KC-135) and a variety of missions that are coordinated with the U.S. Air Force 15th Wing and an Air Force Reserve unit, all of which are located in scattered facilities across this large installation.
The Installation Development Plan (IDP) prepared by GRW addressed several key issues, including the need for providing the required facility space for each functional unit, improving security and anti-terrorism protection measures, transforming the Wing’s area into a pedestrian friendly campus, meeting Air National Guard sustainable design and energy-reduction goals, and accommodating future missions such as an increase in the number of assigned aircraft. The IDP included a Capital Improvements Program that identified short- and long-range priorities for projects, their estimated construction costs and their proposed location on the installation.
